CIIMAR’s Oceanus Seminar with João Garcia Rodrigues | Boca da Baleia
This seminar examines how researchers can influence public policy by aligning evidence with policymakers’ needs and constraints. It challenges common misconceptions about the science-policy interface and explains why high-quality research alone is not enough to shape policy outcomes. The session presents a structured approach built on four pillars: producing usable evidence, understanding policymaking processes, building trust-based relationships, and co-defining problems with policymakers. Two applied case studies from marine policy illustrate how timing, relevance, co-creation, and institutional trust enable evidence to inform real decisions. The seminar concludes with practical guidance to help researchers engage effectively and contribute to policy options that support informed and feasible decisions.
João Garcia Rodrigues is a marine social scientist at CIIMAR, Portugal. His work focuses on the governance of marine protected areas, the social and ecological outcomes of conservation and restoration, and equity in ocean resource use. He does applied research with local communities, experts, practitioners, and policymakers. João also served as an Environmental Policy Advisor to Members of the Portuguese Parliament, contributing to evidence-informed policies aimed at protecting biodiversity and advancing environmental justice.
